Vacancy for Programme Officer


Asia Pacific Forum on Women, Law and Development (APWLD), based in Chiangmai, Thailand, is currently inviting women from Asia Pacific with relevant experience and skills to apply for the position of Programme Officer for its Labour and Migration (L&M) and Women's Participation in Political Processes (WPPP) Programmes. The successful applicant must be able to relocate to Chiangmai, Thailand.  

APWLD is a regional network of women's groups and individuals in Asia Pacific, committed to enabling women to use law as an instrument of social change for equality, justice and development. It works for the promotion of women's human rights, as codified in UN international human rights instruments, including the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), and the Beijing Platform for Action. It has six programmes, namely: Women's Human Rights; Violence Against Women; Women's Participation in Political Processes; Labour and Migration; Women and Environment; and Rural and Indigenous Women. These programmes are implemented by respective Task Forces and Working Group, in coordination with the Regional Council and Programme and Management Committee. The network has a Secretariat based in Chiangmai, Thailand.

Qualifications

  • Committed to the promotion of women's human rights;
  • Must have a degree in social sciences; degree in law or advanced degree in field of social sciences, human rights or women's studies is an advantage;
  • Must have knowledge of international human rights and development issues in the Asia Pacific;
  • Minimum of three years experience in development work and women's rights at the national level required, and at regional level is an advantage;
  • Experience in working on issues related to Labour and Migration (L&M) and/or Women's Participation in Political Processes (WPPP) is an advantage;
  • Must have knowledge and skills in conceptualisation and planning of programmes as well as implementation, monitoring and e val uation;
  • Skills in research, lobbying and advocacy are an advantage;
  • Must have excellent command of English language, both oral and written; and should be able to write campaign papers, program reports and project proposals;
  • Must have good interpersonal skills, with ability to network and liaise in a multi-cultural environment, through various avenues (i.e. face to face and emails);
  • Must have literacy in basic computer programmes such as word and excel;
  • Must be able to work independently, and as part of a team; and
  • Must be able to travel overseas as required.

Description

She will report primarily to the Regional Coordinator; secondarily, to the respective Task Forces, the Programme and Management Committee and the Regional Council.

The main responsibility is to coordinate with the Task Forces in the planning and implementation of activities under the Labour and Migration (L&M) and/or Women's Participation in Political Processes (WPPP) Programmes.

 

 

The main tasks are:

  • Assists in carrying out APWLD programme of action; conceptsualises, implements, monitors and evaluates activities;
  • Implements assigned programmes to include activities such as, conferences, consultations, workshops, seminars, training, campaigns research, etc;
  • Coordinates with the task forces and provides secretariat support for task forces meetings and  approved task forces activities;
  • Assists the Finance Officer with the preparation of financial reports related to her programmes;
  • Assists in the preparation of project proposals and budgetary requirements for donor agencies;
  • Prepares reports and documentation related to her programmes;
  • Facilitates with the Resource Officer preparation of publications related to her programmes;
  • Assists in preparing for Regional Council  and Programme and Management Committee meetings;
  • May represent APWLD in regional/international for a as approved by the Regional Coordinator; and
  • Handles other tasks as Regional Coordinator requires and/or as assigned by the Programme and Management Committee and Task Force members.

 

Renumeration

Salary will be commensurate with the successful applicant’s qualifications.  Other benefits include health, accident and travel insurance; contributions to employment pension fund; housing and relocation allowances for non-Thai staff.

The contract is for three years, with a probationary period of six months.

The position will remain open until a suitable person is selected. However, the first round of shortlisting and interviews will be conducted in Chiangmai for all those who send their applications before April 18, 2005. The successful applicant must be able to relocate to Chiangmai by end of May.
