Pacific Sub-Regional Gender and Politics Training Workshop: Level 1

Skills and Capacity-Building for Women Political Leaders

APWLD’S Women’s Participation in Political Processes (WPPP) Programme in collaboration with the Secretariat of the Pacific Community and the Pacific Islands Forum Secretariat and in cooperation with Universiti Kebangsaan Malaysia is conducting a Pacific Sub-Regional Gender and Politics Training Workshop Level 1: Skills and Capacity-Building for Women Political Leaders for women from Pacific Island States, which will be held in Nadi, Fiji from 08-10 July, 2009.

At a regional level, strategic objective 8 of the Pacific Plan endorsed by Leaders in 2005 seeks to improve gender equality while initiative 12.6 in the governance pillar seeks to support strategies on participatory democracy, consultative decision-making and electoral processes which among others includes women. In 2007, the Leaders called on Forum Island Member countries to “explore ways to enhance participation, particularly by women, in decision-making processes and institutions, and in particular parliamentary processes”. This regional mandate is also in-line with the Revised Pacific Platform for Action for the Advancement of Women where women in decision making is highlighted as a critical area of concern.

In support of these regional mandates, the workshop aims to build capacity for women leaders and aims to:

  •  further develop decision making capacity of participating women political leaders;
  • share experiences and develop skills of participants on how to raise gender issues within existing political institutions;
  • develop capacity of participants on how to mainstream gender issues within political systems from a women’s human rights approach; and
  • enhance the capacity of participants to promote  and fulfill women’s human rights, including the right to take part in governance at all levels including local, national, regional and international level.

The workshop will be facilitated by the APWLD WPPP Programme, using the newly completed Level 1 training manual.  The aim is to build on skills and capacity of women who want to engage in political processes and advance women’s agendas in their respective countries and across the Region.

The objectives for this three day Training Workshop are for aspiring women leaders:

  • to increase the capacity of participants to reflect on and understand gender issues;
  • to enhance participants understanding of non-discrimination, equality, politics and decision making processes in politics;
  • to share experiences and develop skills of participants on how to raise gender issues within existing political institutions; and
  • to identify personal,  social and political barriers to women’s participation in political processes in general of participants

The Workshop sessions will focus on the following themes: politics and political systems; gender and patriarchy; politics for change; leadership for social transformation, legislation; and advocacy and lobbying for gender and issues.

APWLD invites women from the Pacific, who want to learn the concepts, knowledge and skills they need as women leaders.  Further, this workshop will provide women leaders with the knowledge and skills for transformative politics. This will contribute to their effectiveness in political processes and create space for greater participation of women leaders in the future. We hope to have around 15 - 18 participants from the region. The training will be in English language. We regret to inform that due to limited resources, simultaneous translation facilities will not be available.

Participants will be selected based on the following considerations:

  • Balance in representation from Forum Islands Countries.
  • Preference will be given to individuals with institutional affiliations.
  • A staff member of these institutions who has been working on women's political participation.
  • A government official in a decision-making position who can initiate measures for the greater political participation of women.
  • Activist/ para-legal or lawyer who has preferably been working on women's political participation and/or women’s human rights
  • Priority will be given to those working on issues relevant to marginalized sections of the population.

Procedures:

  • All applicants should submit a brief write up on how why this training would be useful to her. (see attached application form)
  • The institution/ organisation should certify that the person recommended has worked in the area of women’s human rights and is committed to applying the core learning points from the training in future work.

Candidates who have already undergone training in Feminist Legal Theory and Practice (FLTP)/CEDAW on a regional basis need not apply.
Please note that number of participants is limited and preference will be given to candidates who meet the above criteria.

What funding will cover:

APWLD will cover the cost of air travel; accommodation, breakfast and lunch.

During non-workshop days only accommodation and breakfast will be covered.

Due to limited resources, a small stipend of $USD15 per day will be given to participants.

It is strongly advised that participants secure additional funds to cover non-funded meals and other expenses such as telephone calls and other miscellaneous expenses.
