| The Asia Pacific Forum
on Women, Law and Development (APWLD), based in Chiangmai,
Thailand, is currently inviting women from the Asia Pacific
Region with relevant experience and skills to apply for
the positions of Regional Coordinator and Programme Officer.
The successful applicant must be able to relocate to
Chiangmai, Thailand.
APWLD is a regional network of women's groups and
individuals in the Asia Pacific, committed to enabling
women to use law as an instrument of social change
for equality, justice and development. It works for
the promotion of women's human rights, as codified
in UN international human rights instruments, including
the Convention on the Elimination of all Forms of Discrimination
against Women (CEDAW), and the Beijing Platform for
Action. It has six programmes, namely: Feminist Legal
Theory and Practice; Violence against Women; Women's
Participation in Political Processes; Labour and Migration;
Women and Environment; and Rural and Indigenous Women.
These programmes are implemented by respective Task
Forces and working groups, in coordination with the
Regional Council and Programme and Management Committee.
The network has a Secretariat based in Chiangmai, Thailand.
Regional Coordinator
Qualifications:
- Must be from the Asia Pacific region;
- Minimum of five years experience in development
work and women's rights at regional level and the national
level;
- Must have a degree in social sciences; degree
in law or advanced degree in field of social sciences,
human rights or women's studies is an advantage;
- Must be committed to the promotion of women’s
human rights;
- Must have knowledge of international human rights
and development issues in the Asia Pacific;
- Must have knowledge and skills in conceptualisation
and planning of programmes as well as implementation,
monitoring and evaluation of programmes;
- Skills in lobbying and advocacy an advantage;
- Must have leadership skills;
- Must have excellent command of the English language,
both oral and written
- and be able to write funding proposals and programme
reports;
- Must have good interpersonal skills, with ability
to network and liaise in a multi-cultural environment,
through various avenues (i.e. face to face and emails);
- Must have literacy in basic computer programmes
such as word and excel;
- Must be able to travel overseas as required.
The Regional Coordinator shall be directly accountable
and report to the Programme and Management Committee
and Regional Council.
Job description:
- Manages the operations of the Secretariat and supervises
the work of the Secretariat staff;
- Acts as spokesperson of the APWLD and represents
the organisation in international and regional formations,
conferences and other fora;
- Ensures the preparation of the APWLD work plans,
budget and reports for the review and approval of
the Programme and Management Committee and the Regional
Council;
- Primarily responsible for fundraising, including
maintaining close links with donors;
- Sits as an ex-officio member in the Regional Council
and Programme and Management Committee;
- Keeps the Programme and Management Committee and
the Regional Council informed of important developments
concerning the organisation; and
- Performs other functions that may be assigned by
the Programme and Management Committee and Regional
Council.
Programme Officer
Qualifications:
- Committed to the promotion of women’s
human rights;
- Must have a degree in social sciences;
degree in law or advanced degree in field of social
sciences, human rights or women's studies is an advantage;
- Must have knowledge of international human
rights and development issues in the Asia Pacific;
- Minimum of three years experience in development
work and women's rights at the national level required,
and at regional level is an advantage;
- Experience in working on issues related
to labour and migration (L&M) and/or women’s
participation in political process an advantage;
- Must have knowledge and skills in conceptualisation
and planning of programmes as well as implementation,
monitoring and evaluation;
- Skills in research, lobbying and advocacy
an advantage;
- Must have excellent command of the English
language, both oral and written; and be able to write
campaign papers, program reports and project proposals;
- Must have good interpersonal skills, with
ability to network and liaise in a multi-cultural
environment, through various avenues (i.e. face to
face and emails);
- Must have literacy in basic computer programmes
such as word and excel;
- Must be able to work independently, and
as part of a team; and
- Must be able to travel overseas as required.
She is primarily responsible to the Regional Coordinator;
secondarily, to the respective Task Forces or working
groups, the Programme and Management Committee and
the Regional Council.
The main responsibility is to coordinate with
the Task Forces or working groups in the planning
and implementation of activities under the Women’s
Participation in Political Processes and Labour
and Migration.
Job description:
- Reports directly to the Regional Coordinator
in the first instance and to the Task Force members,
Regional Council members, and Programme and Management
Committee members as required;
- Assists in carrying out APWLD programme of action;
conceptualises, implements, monitors and evaluates
activities;
- Implements assigned programmes to include activities
such as, conferences, consultations, workshops, seminars,
training, campaigns research etc;
- Coordinates with the task forces and provides
secretariat support for task forces meetings and
approved task forces activities;
- Assists the Finance officer with the preparation
of financial reports related to her programmes;
- Assists in the preparation of project proposals
and budgetary requirements for donor agencies;
- Prepares reports and documentation related to
her programmes;
- Facilitates with the Resource officer preparation
of publications related to her programmes;
- Assists in preparing for Regional Council and
Programme and Management Committee meetings;
- May represent APWLD in regional/international
for a as approved by the Regional Coordinator;
- Handles other tasks as Regional Coordinator
requires and/or as assigned by the programme and
management Committee and Task Force members.
Remuneration
Salary will be commensurate with the successful applicant’s
qualifications. Other benefits include health, accident
and travel insurance; contributions to employment pension
fund; housing and relocation allowances if necessary:
The contract is for three years, with a probationary
period of six months.

Coordinator position and for Programme Officer position
