Vacancy for Programme Officer

Asia Pacific Forum on Women, Law and Development (APWLD) is currently inviting women from ASEAN countries with relevant experience and skills to apply for the position of Programme Officer. This is an exciting position that would allow the successful applicant to be part of a strong movement of women engaging with and shaping ASEAN structures and policies. 

APWLD is a regional network of women’s organisations and activists in Asia Pacific, committed to enabling women to use law as an instrument of social change for equality, justice and development. APWLD’s members are drawn from 25 countries and the secretariat is based in Chiang Mai, Thailand.

This position will be responsible for APWLD’s work on regional human rights and economic bodies, including, but not limited to, ASEAN. The successful candidate will work closely with APWLD membership, particularly the organising committee responsible for the programme, and the Southeast Asia Women’s Caucus on ASEAN – a network of women who are supported by APWLD and IWRAW Asia Pacific. The position will report directly to the Regional Coordinator of APWLD.

Selection Criteria
Essential

  1. Demonstrated commitment to the promotion of women’s human rights in Asia Pacific ;
  2. A degree in social sciences; law, human rights or women’s studies;
  3. Knowledge of international human rights and development issues in the Asia Pacific;
  4. Knowledge of ASEAN structures, policies and processes;
  5. In-depth understanding on political, economic and socio-cultural of the region as well as human rights in Southeast Asia
  6. Minimum of three years experience in development work and women’s rights at the national or regional level;
  7. High level project management skills including programme planning, implementation, monitoring and evaluation;
  8. Qualitative research skills and a capacity to analyse and critique economic and social policies;
  9. Excellent command of English language, both oral and written and demonstrated ability to write program reports and project proposals;
  10. Good interpersonal skills, with ability to network in a multi-cultural environment and to develop strong professional relationships with members and other stakeholders;
  11. Proficient computer skills;
  12. Must be able to travel overseas as required.

 Key tasks:

Programme Management

  • Coordinates implementation of activities of the programme as detailed in the programme plan (includes consultations, campaigns, materials production, advocacy
  •  Conducts monitoring and evaluation of programmes with the WC
  • Writes and summits programme reports for members and donor agencies;
  • Assists in the preparation of project proposals and budgetary requirements for donor agencies;
  • Assists the Finance Officer with the preparation of financial reports related to her programmes;
  • With the communications officer and members develops publications & educative materials related to her programmes;

Network Coordination

  • Coordinates capacity building activities/programmes of the ASEAN Women’s Caucus and shares resources to support the work of Women’s Caucus members in advocating for women’s rights in ASEAN
  • Liaises with focal people and organising committees of members to produce programme plans;
  • Coordinates the public relations of the Women’s Caucus, including serving as a focal point for queries, coordinating press releases and organising public events
  • Maintains and improves effective, regular and secure communication amongst Women’s Caucus members (including email, skype, telephone calls, quarterly bulletins, etc.)

Advocacy

  • Facilitates the development of common advocacy positions and collaborative activities on key women’s rights issues as developed by the Caucus;
  • Supports the WC to make strategic interventions in regional advocacy arenas on women’s rights;
  • Supports the WC to develop and maintain close contacts and partnership with representatives of ASEAN human rights mechanisms, ASEAN Secretariat, member states of ASEAN, civil society, donors and other stakeholders;
  • Works with the Women’s Caucus members and coordinating team to develop position papers, statements and recommendations when necessary.
  • Keeps abreast with the development of the ASEAN and its human rights mechanisms.

Other

  • Assists in preparing for Regional Council and Programme and Management Committee meetings;
  • May represent APWLD in regional/international fora as approved by the Regional Coordinator; and
  • Handles other tasks as Regional Coordinator requires and/or as assigned by the Programme and Management Committee and members.

Renumeration

Salary range commences at USD 1300 per month. Other benefits include contributions to employment pension fund; housing allowance and relocation allowances for staff required to re-locate to Chiang Mai.

The contract is for eighteen months, with a probationary period of four months.
